Minutes of the Quarterly
Meeting of the
Columbus Library Board
and the
Platte County Library Advisory Board
June 17, 2004
The regularly scheduled quarterly meeting of the Columbus Library Board and
the Platte County Library Advisory Board was called to order by the
Vice-President, Jerry Jirka, at 4:30 PM on Thursday, June 17, 2004. Other
members of the Library Board present were Jolaine Nielsen and Bill Merrill,
and Lynne Rambour. Members of the Platte County Library Advisory Board present
were Carol Rosendahl, Clayton Brunt and Carolyn Rohde. Brad Hruska, the
Children’s Librarian, and Robert Trautwein, Library Director, were also
present.
Notice of this meeting was given in advance with a copy of the agenda posted
at City Hall, the County Court House and in the Public Library. All
proceedings hereafter shown were taken while the convened meeting was open to
the public.
A motion was made by Bill Merrill and seconded by Jolaine Nielsen to excuse
the absence of Charlie Bahr. This motion passed by voice vote.
The minutes of the May Board meeting were reviewed and allowed to stand as
presented with a motion from Jolaine Nielsen and a second from Bill Merrill.
The Library Director distributed the June financial reports for the City
Library, Platte
County Library, and the Columbus Library Foundation. Trautwein noted that it
is now the ninth month of the city’s fiscal year. He also pointed out line
items in the City Library budget that are over expended or on the verge of
being over spent. He said that he would be watching expenditures carefully
during the next three months, but he doubted that he could keep all of the
expenditures within the budget. A motion was made by Jolaine Nielsen and
seconded by Lynne Rambour to accept the City Library and Foundation Financial
Reports. This motion passed by roll call vote: Jirka-aye, Nielsen-aye,
Rambour-aye, and Merrill-aye. A motion was made by Carolyn Rohde to accept the
financial report of the Platte County Library. This motion was seconded by
Carol Rosendahl. This motion passed by roll call vote: Jirka-aye,
Rosendahl-aye, Merrill-aye, Rohde-aye, Brunt-aye, Rambour-aye, and
Nielsen-aye.
Regarding the Director’s Report, Mrs. Rosendahl asked about the attendance for
magician show. She said that she had noticed that it had been scheduled during
the “vacation Bible schools at many of the churches. Brad Hruska said that at
the Columbus Library around 200 children attended the program. Trautwein said
that he had heard from Karen Hake, the Bookmobile Librarian, that only 45
attended the program at the Platte Center auditorium. Mr. Hruska said that the
show had been scheduled as the “kick off” for the summer reading program. He
wasn’t aware that there might be a conflict with vacation Bible schools.
Trautwein said that in the future, if there were a special children’s program
, it would be scheduled so that it did not conflict with vacation Bible
schools.
There were no committee reports.
Regarding “Correspondence”, Trautwein said that he did not invite Karen Hake,
the Bookmobile Librarian, to attend the meeting. He, instead, asked Brad
Hruska, the Children’s Librarian, to report on the summer reading program. Mr.
Hruska said that the Library currently has around 600 children registered and
reading. He also said that he will be using around 60 volunteers—mostly
teenages—to help in with the summer reading program.
Under Old Business, the Library Director said that the draft of the library
services contract between the city and the Platte County Board of Supervisor
had been delivered to the County Clerk on May 24th. This contract was not
acted upon at the June 1st County Supervisors’ meeting, but it had been acted
upon at the June 15th meeting. All the Supervisors, with the exception of Ron
Pfeiffer, had voted in favor of it. In coming to terms on the contract, the
representatives from the County Board and those from the Library came to a
verbal understanding that with the new contract, there would no increase in
the cost of library serve from the 2003-04 to the 2004-05 year. In order to
meet this requirement, the Library will be purchasing a smaller vehicle that
will be manned by only the Bookmobile Librarian. As it is about time to
replace the vehicle and as Larry Nagorski, the Bookmobile Driver, is passed
retirement age, Trautwein said that the Library could meet the county’s goal
of not increasing the cost of the service. Trautwein said that at the June
21st City Council meeting, the contract will be presented for City Council
action.
Regarding the Library’s 2004-05 budget, Trautwein said that prior to leaving
on his vacation he had prepared 2 versions of a proposed budget. The first was
a minimal budget and the second was a budget with only a 3% increase over the
last year’s budgeted expenditures.. Neither budget included any cost of living
raise in the salary line. These budgets were to be reviewed at a city hall
meeting after he returned from vacation.
Today, at this meeting with the City Administrator and Anne Kinnison, the City
Finance Officer, he learned that he should submit the minimal budget with the
addition of a 2% cost of living increase for salaries. The Library Director
proceeded to review this proposed budget with the Library Board.
There were no items of New Business.
A motion was made by Jolaine Nielsen and seconded by Lynne Rambour to adjourn.
This motion passed by voice vote.
